Look,,,, I have searched for 4 hours for a solution on this in these forums and you will never get an intelligent answer in these forums about this error. This error EVERYONE says "Did you make sure the file permissions were 755 or 777" DUH! Any idiot knows that its almost a joke to ask.
This error is the result of server settings by your hosting company. When security is updated by the paranoid hosting companies you will often find that this error as well as a host of others start to pop up regularly. What you may notice in addition to this error is the lack of ability to change permissions from things like JoomlaXplorer or even some of the Joomla Backup tools.

Joomla! 1.5 RC3在10月6日發佈，這個版本較RC2又更新了許多內部的函式，把一些程式臭蟲與尚未完整的部份補齊。另外官方也指出RC1需儘快升級到這個版本，因 為已發現在RC1中有三個重大的安全漏洞，其中一個是SQL injection，一個是XSS漏洞。關於這個版本發佈的消息請見官方的新聞。下載網址在這裡。轉換到這個版本的相關資訊可以參考這裡的資訊。
